Evaluation of the Risk-Based Enforcement Pilot: A Risk Categorization Model for Youth Access to Tobacco, Interim Report

Since 1994, it has been illegal to sell or supply a tobacco product to a person under the age of 19 in Ontario. Enforcement of the youth access restriction has been ongoing since that time. This special report explores how well a risk categorization model is working for youth access to tobacco enforcement by evaluating this approach in three public health units over a 12-month period in 2011-2012. This report focuses on the findings from interviews that were conducted throughout the intervention with both Tobacco Enforcement Managers and Tobacco Enforcement Officers.
